The European Union's top diplomat, Josep Borrell, has proposed a plan to utilize proceeds from sanctioned Russian central bank assets to help fund Ukraine's military needs. Under the plan, 90% of the windfall revenue would be allocated to the European Peace Facility, primarily used to reimburse governments for military purchases bound for Ukraine. The remaining 10% would be directed to the regular EU budget. This initiative aims to provide crucial funding for Ukraine's military amidst the ongoing conflict.
